CTC served as principal investigator on NCHRP Synthesis 416: Implementing Race-Neutral Measures in State Disadvantaged Business Enterprise Programs. To produce this compendium of strategies, we surveyed 47 states about their experiences with specific implementation approaches, interviewed DBE program managers, and developed case studies detailing successful practices.
