CTC prepared this report for Caltrans to help the department gather information about other states’ practices for using performance-based budgeting to allocate resources to maintenance activities, specifically pavement maintenance (such as pothole repair and crack sealing), roadside maintenance, and maintenance of traffic signs, pavement markings and guardrail. CTC’s research for this report included a literature search and a survey of state DOTs.
